I just got an email from the Playstation Store telling me I can now download the time attack mode for ps3. So i downloaded it from the website on ps3 and now when I go to play my game, nothing wotks. The game doesn't even start now!

You should have gone online with the game and downloaded the 1.2 update before downloading and installing time attack.
You now need to delete the 1.1 update from your hard drive so the game will work again and then go online with the game to get the latest update (1.2).
After that is installed it should all be working fine again ( not sure if you will need to download time attack again)
