hi my psp is ver2.82 can i turn it into ver 3.03oe-c or 3.40oe-a w/out downgrading? how? is there a step by step process?

you have to downgrade to 1.5, there is no other way

you have to up date to 3.03 Sony firmware then
use unpatch GTA to downgrade to 1.5
Next install Custom firmware 3.4
