error when trying to install programs?

Tried to install a program called smitfraudfix on my pc but keep getting an error message saying another program is currently running this file,
with this in the top box c:/windows/system32/cmd.exe. I'm also getting the same message when trying to install Nero 7, as soon as i click on run it shows up, yet i have just downloaded Spybot search and destroy with no probs . Can anyone help with this it's so annoying.
