i can not get the logo screen or the BIOS setup and the is monitor is blank help

how do i fix it

Does the light on your monitor go green or stay orange?

Start with the cables, move down to the video card and then look at the powersupply. Some motherboards have a safety switch that freaks the powersupply out.

Try a replacement PSU from another PC and if it works, replace yours!

But I'd say it's a video issue!
