I don't have java in settings on my phone

I have a Motorazr V3m, I don't access the internet on my phone, and am trying to get games onto it through the USB cable. I have the software and have followed the instructions here: http://hacktherazr.com/guides.html but when I get to the seem edit; and click on load from phone, it says not connected when I am connected. I have the PST, midway tool, Moto phone tools, Jad maker too,and a few games saved in .jar and .jad format.
Am I missing something here? All I need to figure out is how to get the Java on my phone under settings. Can you please help me? I have done alot of research the past week but still can't figure out how to get Java on my phone. If I access the internet through my phone on my PC it charges me right?
