DV causing HUGE avi and therefore mpeg files.

Hello All.
I've successfully outputting DV to avi using premier, but the resulting video is 2.5gig for a 30 minutes. Is this correct? I have converted it to mpeg2 and it's now 1.5gig, but surely this will still be 2 cd's for 30 mins of film?
Also, the result is plauged by horizontal lines on borders of objects.

Any help gratefully appreiciated.
