.PSAR Unpacker?

Do you guys know of any .psar unpacker type program that can possibly read or edit them? I can open them using Notepad but it comes out all funny, wondering if any knew how to decode that.

I'm not sure if it'll work with firmware above 3.30, but from what I've heard it does.

Can you read .psar files with a psardumper? That is what I am aiming for.
