correct, and a modchip like DMS4 Pro that has support for internal hard drive can format it. I am pretty sure any program like the above that is made to run them will format and install games.
Make sure you check a PS2 hard drive compatibility list for the model you have before going through the trouble of installing it and formating it. Although most IDE hard drives will work.

I've checked it out and it is compatibale so do i just need dms4 or how many things do i need and thanks for helping
You can download HD Loader all day long, but that won't help you if you can run homebrew. For running homebrew, you'll need a modchip or a correctly running exploit.
HD Advance are a set of discs you can buy that will let you install games to a hard drive - it will also format any drive you have connected.
