I Have This Location Free Player Icon But It Doesn't Do Anything{????}

It was removed from Custom Firmwares to save space, because nobody uses it anyway. Location Free Player is where you can connect to any WIFI connection and watch T.V. The catch is you need to have a Location Free Base Station at your house connected to your router. You can restore it but you need to make sure you have enough space on your flash. Search ultimate psp customization guide on google and you should find it, there is a tutorial to re-install it on custom firmware.
