If it's only 3.51 then it means official firmware, so you can't play copies of games because there is no downgrader for 3.51. If it's 3.51 M33 then it's custom firmware, and you can play copy games.
but if u dropped $5,000 on a UMD Burner, and could find blank umd's anywhere (good luck on that one....) then yes u could play burnt copies, but otherwise if it's official firmware u can't play downloaded games. u can convert downloaded movies into a format the psp recognizes though.
