Network adapter to pc, getting 'No connection ....... target machine actively refused it'

I have just installed a network adapter and hard disk to my ps2. I have the adapter plugged into my Linksys broadband router and am running HDAdvance in server mode.
When running this I can ping the adapter ok, but when I try and attach the adapter in hdl_dumb I get the message 'No connection could be made because the target machine actively refused it'. I have turned off my firewall, so I know that is not the problem. If I try FlashFXP it connects for about 1 second then loses the connection
Any ideas on what I'm doing wrong?????
