if i was to buy a wiikey from, say the u.s, would it work correctly in my pal system?

Yes the Modchip will work with any region Wii system.

The hardware of the Modchip (The Modchip itself) is the same for all regions.

The setup disc is how you get the different region firmware onto it. You get that from the website and use the bootable_PAL_setup.bat file to create the ISO to be burned to blank media allowing you to add the PAL settings to the Modchip.
