Hey, I'm getting an error when I try ipconfig/renew that says "Operation was attempted on something that is not a socket."

I've tried uninstalling and reinstalling tcp/ip and several problems that fix registry problems and the popular WinSock Fix but the problem remains. I can't renew my ip address and get an automatic private address. I've searched around the net and it seems everyone who tries WinSock Fix is able to solve their problem with it. I'm really close to formatting the computer right now and I would really rather not and I'd like to know if there's anyone that can help me.
