I think you mean 3.40 OE-A. You can get it here. http://www.psp-hacks.com/file/1134
Just double click on the installer and it will extract the necessary files for you on your psp. After that turn on your psp and just click on 3.40 OE-A update and you should be on 3.40 OE-A after it's done updating.

What firmware are you on? Have to be on 1.5 to upgrade to 3.40
