I read somewhere that it's impossible to run homebrew apps on the 3.52 M33 firmware. Is this true? If not, in what folder should I put the eboot homebrew files?

Nope. The rumour is FAKE.
Yes, u can run homebrew on 3.52 M33. (That's my PSP CFW)
Place the EBOOT files in GAME150
If there isn't any "GAME150" , just make one.
Example:
F:/PSP/GAME150/Gpsp/EBOOT.pbp

if you format your memory stick from within xmb it will make all the folders for you, but yes GAME150 should sort you out for homebrew
