I have been using Premiere Elements 3.0 to edit my home movies in .avi files and it worked just fine. I have recently bought a new camcorder Handycam Dcr-sr300, with this new camera which records mpeg2 files, the video looks wrong when I try to edit it with the same program. It shows some kind of stripes which reflect a flawed image whenever it is played, either inside the program (prem. elements 3) or in a burned DVD.

If I perform the same actions using the software that comes with the camcorder, the burned video seems perfect. The problem is that this software doesn't allow me to edit the files.

Please, I'm new to this. I would be grateful if anyone could shed some light ...

Look at the stuff from 'Womble'. They make an MPEG2 editor that is fast and does a minimal amount of re-encoding.

Besides Womble's software (which will certainly do the job) there's also VideoReDo Plus and Cutterman. Cutterman is the only one that's free, but it's also the hardest to learn. I know VRD has a free trial and I seem to recall that Womble's products do as well.
