Wait so you got a new scratchless disk and a new disk drive? Try running a live cd of a linux distro and see what happens

What version of windows are you trying to install?
I assume windows is installing ok and after it's installed are you going back into setup and changing your boot sequence back to(boot from HD)
Let me know
Good luck
If I can't sense time, How can I heal?
Why am I in this precorpse state?

fdisk using a win98 or winme boot floppy disk or delete the partition, make a new partition then format the hd using the xp cd. if still have that error then try another hd or a different copy of xp.
