yes

for any FW <=3.50 you can downgrade it to 1.5 then simply install the EBOOT of the FW your PSP came with (assuming you know it or can work it out!)

No. You want to downgrade it from 3.51 to 3.50 This is not possible.

He's saying that if you have a firmware less than 3.51 (so 3.50 or lower) you can have downgraded it and simply upgrade it to sony firmware.

You, who upgraded from 2.80 to 3.51, are screwed, sorry to say.
