I currently have a PSP on 3.02 firmware. If I upgrade to 3.03 oe-c, can I run homebrew and all of that other stuff?

I have programs to downlaod my PSP, but I Cannot figure it out. I downgraded from 2.0 (or something like that, 2.1, 2.5, I dunno) to 1.5 a long time ago, but I don't wanna risk bricking my PSP. If someone could help me, or point me to a website that has step by step instructions.

Are you on 3.02oe or official 3.02?
