How do I re-encode Xvid movie without a Quarter pixel support?

I have a movie that uses Q-Pel (Quarter Pixel) option in its encoding, and my dvd player won't play it, other xvid clips play ok. So how or with what can decode the xvid and then re-encode it to get the quarter pixel option removed so that my dvd player could play it?

And here are some links to the files (the Lame MP3 codec isn't required).There is a free version of the 'DivX' codec; a Google search will turn it up.
