Can't get video to import into Ulead, premiere or vegas

I have a mpeg4 that is uses divx as the codec. I have downloading the codec and it will play in WMP but it still won't import into an editing program. After messing with it for a couple days I've resorted to asking for help. I'm including a screenshot from Gspot for more info on the file. Any help would be greatly appreciated
