It's been going for almost a week now, and my previous attempts obviously didn't work.
Here's the problem:
Once I start the computer, and after it shows the Windows XP loading screen (Home Edition), there's just a blank page. It doesn't proceed to the Welcome page. I had to hold the power until it's off, and turn it on again, using the Use Last Good Settings option.
Before, that was a 100% for sure to work option. Now after my attempts, it's all in luck that I get to use this computer.
I've done a clean boot, then a normal boot, and still, the problem still remains.,
my roflcopter is flying !! look!!

Sounds like a corrupted video driver.
Boot to safe mode, remove your video drivers. Restart.
Then, make sure you have the latest chipset drivers installed, then reinstall the last "best" video drivers that didn't give you this problem.

Uninstalling is a problem.
My vid card is an ATI Radeon X1300 series.
Apparently, the uninstall had issues with newer versions
my roflcopter is flying !! look!!

Boot up in safe mode again. Set your reslution lower. It might just be to high.

here's the problem
The setup has detected that version 2.07.815 of CCC is already installed.
This setup insalls an earlier version of CCC (2.007.0629.2228).
You will have to uninstall the previous version before installing this version.
The problem is, I'm uninstalling it, not installing it, but the message seems to be installing it.

The reinstalling's done, and the problem's still there...
Any other suggestions? I don't think it's my vid driver.

Go into safe mode, and remove the your primary video device, completely uninstall it.
I u have one(xp cd)
pop it in, and go to start/run/cmd
type in
sfc /scanonce
and restart your computer with the cd in the cd drive.
Now the reason i wanted you to completely remove your video card from the device manager dealio, is because this will force xp to load basic drivers from its protected cache files, and then will ask you to connect to the internet once the computer has started to get the proper ones.
