can anyone tell me if there is anywhere legal to pay for downloading psp games. can someone also explain the legallity of downloads

Erm, downloading anything you don't own is breaching copyright laws. One step further, making a backup of something you do own is also breaking copyright law (in America). If anybody says differently they have no idea what they are talking about, plain and simple.

Any place that advertises pay for downloads is bogus unless they have permission from the copyright holder to sell the media. Nothing like that exists as far as I am aware with respect to the psp.
