Formatting problems with: mspformat PLEASE HELP!

I'm trying to make a magic memory stick but..... When I go to: start\run\cmd and enter mspformat F (F is my psp) is comes up with "logical drive has more than a physical drive. Cannot handle it" I've also tried mspformat.exe F still the same problem. When I did a Google search I found out that this problem happens allot and normally they use a different pc but in my case I've used my pc, my dad's pc' and my spare pc and I still get the same error "logical drive has more than a physical drive. Cannot handle it" I'm using windows XP professional. And I've tried using a 256mb and a 1 GB Sony memory stick pro duo cards.
If you know how to solve this please help me.
