Do you have custom firmware, or are you on official firmware? Maybe even already updated to 3.71?
If you're on custom firmware then you'll know that themes are a widespread thing, that most people have them, and they keep getting more advanced, but official firmware has only just got them with 3.70+ because Sony have finally decided to allow something cool for people with official firmware.
They're no way as good as custom firmware themes, but they're better than nothing for people that don't have custom firmware.

ok make a folder called THEMES in the PSP folder and then go to theme settings in ur xmb and then you will see the themes that they come up.
