It will need a Modchip to play Imported games.
You need to know what chip you have (If it even has 1) so we can point you in the correct direction to enabling region free.
The only way to find out is by asking the seller or opening up the Wii.

If the NTSC(U) game started and you could select game options (Story Mode/Mini-games) then you should have a Modchip installed and it more then likely is the game disc that has the issue when it freezes at the mini-game option.
Does any of the other NTSC(U) games work?

Then the issue is the mario party 8 Game Disc not the Wii system or Modchip.

We can not point you to a Setup Disc if we don't know what Modchip you have.
As to the Mario party 8 USA game. What I am saying is the GAME is defective. Exchange it for a new copy if you just bought it.
Or
Download a copy of it off the Internet and burn it to a blank DVD disc. Don't ask where to download it because we can not link to GAME files.

if you are playing copied games of any kind then YES you do have a modchip! A simple phone call to the place you bought it from ought to tell you what chip you have.
Thats like calling a car repair shop and asking them to help you with your car but not knowing what kind of car you own.
We have to know what chip you have to help you any further! Period.
