Updating and config disc on 3.0

Hi guys, ive updated my wii to version 3.0 before installing my wiikey.
This makes it no play any discs but the config disc's 1.2 and 1.3. unfortunaly when i press start, it goes to black screen and tells me to restart.
From searching it looks like i need to upgrade my chip to 1.9d? but for some reason it will not play the disc to upgrade it.
ive takenthe filechop.exe from the config 1.2 and done the "filechop.exe wkupdate.1.9b.pal.iso 1459978240" command in cmd but this disc does not play.
Does anyone have any suggestions?
