S-Video to RCA (TV input) question/troubleshoot

I have a Compaq Presario V5000 with Windows XP SP2 and the laptop has an S-video port. Well, I bought an S-video/RCA cable to hook up to my TV and am not sure where to go from here. My video card is an ATI MOBILITY RADEON XPRESS 200 SERIES.

I've gone to my display setup and basically told it to acknowledge my "second monitor" and my TV flashes when I click apply, but no screen comes up.

I realize this is probably a config issue and it's hard to troubleshoot this online but I'd really appreciate some help if someone could give it. I looked for an updated driver but to no avail. If you need any other info, I'll give it.
