1) Where can I download it?
2) Is it possible to boot dvd backups or can you just boot just cd backups?

You can get it here. And actually, it's used for loading DVD backups. It seems to not be capable of loading CD backups. CDLoader may be able to do so, but I've never tried. Not sure about ZoneLoader, but apparently that has a CD and DVD version (I recall having some problem with it, but I can't recall what).
