By buying it, there's no free version, just trial version which is the one you're referring to. Costs $48, which is _cheap_ (CCE encoder costs $1950).

ReMPEG2 has issues with maintaining ABR in MPEG-2 VBR encoding, otherwise pretty cool tool anyway.
