I was wondering if i could go from 3.40 to 3.40oe-a? Is it possible to?

Yes, downgrade using a "Pandora Battery" or Lumines your pick.

I recommend the Pandora Battery if you know somebody that has CFW on their PSP.
If you get Lumines make sure it's not patched. ((Not sure if it has been patched yet))

I wouldn't go to 3.40 OE but I would go to 3.71 M33 with 1.5 kernel patch.
