no it isnt and it doesnt matter if its registered or not.
so go ahead and buy another 360 from walmart and take your banned one back for a refund, or should i say go ahead and steal one from walmart.

I would bet that they are connected somewhere. But banning bans your console not your account. When you log on without a banned console it will probally prompt microsoft to take a closer look at your console settings to make sure your not up to the same tricks again
