This seems to be the section for this question, if not, sorry.

I have been using a 160GB hdd in my v3 ps2 for awhile. I just got a 500GB drive that I am installing. What program is out there that will allow me to reformat by old drive to NTFS and let it be recognized by my computer when I plug it in by usb (only winhiip recognizes it).

Open "Control panel"
Select "Admin. Tools"
Open "Computer Management"
Select "Disk Management"

You should then see the HDD as unkown, you can then re-format it to work as a PC drive.
