ive already tried hurstys way but my version of nero glitches everytime i try, isnt there other programs that could do it?

You could use CD/DVD ROM Generator version 1.50 and CDDVD ISObuilder by JRLS to rebuild the ISO and then burn it with Imgburn.

iv rebuilt games before but i wasnt sure if that converted them or not, i already have programs CD_DVD-Rom gen and Apache to rebuild games

Read here for the missing components. Its actually files missing on your Windows OS or that you just do not have.

Anyway just read the | CDVDGEN ISO Builder by JRLS.Readme.txt file included, and it tells you what it does and how it works.

Just remember though if your main purpose was to Convert CD to DVD, you still have to use scanlite, but then can use the tutorial I gave you to rebuild the game.
Thats how I used to do it.

instead of using imgburn do u think dvddecrypter would do the same or alcohol thats the iv been using before now

DVD Decrypter is fine, imgburn is just the updated version of it.

tried to convert game but cd/dvd rom gen says Too short location length less than 600000 sector.

Are you using my version of CD/DVD Rom generator 1.50 or a different version. Try using my version if not and see if you get the same error.
Otherwise maybe patch it with this patch, see if that works.
