Will Burn4Free Create VCDs?

I'd like to find a free VCD/SVCD authoring program but can't find one. I've read about Burn4Free but can't figure out if it will convert MPEGs into a VCD. Also, if they would play in a DVD player.
Can anyone help? I've tried VCDGear and it won't work for me.

TMPGEnc has a free encoder (free version is limited to mpg conversions) You should then be able to use VCDGear
