I have downloaded 2 different versions of resident evil 2, one's english one japanese, and unfortunately both didnt work. They both freezes when booting up at the scene of " this game contains gore blah blah blah".. I cant even get to the "press start screen"...
Had enough time to search today, and found this page at The Gamer's Press. It says that changing the Game ID to SLPS-01222 works for both discs on 3.80 M33, but I didn't work when I tried it.
That was using Claire's Disc, my original copy of Leon won't rip all the way to my PC, but there is another way that may work. I was able to get both discs in EBOOT format, and if you load an EBOOT file with ImpalerPSX, it needs to convert that EBOOT file back to ISO before it can work with it.
I did try and convert both back to ISO, then make a multi-disc game using the new multi-disc popsloader, but didn't use the SLPS-01222 Game ID, and it did load all the way up to the Warning screen (violence and gore). This time, I'm going to convert both back to ISO format using ImpalerPSX, but use Zingaburga's PopStation to make separate EBOOTs with the right Game ID, starting with Leon's disc first. I'll post back with results.
EDIT: Nope, didn't work, it got up the Warning screen and didn't go any further as usual.
