Slow viewing pictures in explorer. Help!!!

Hey guys, I'm in deep need for help here.
A computer of my co-worker is slow viewing pictures (in thumbnails mode) in the windows explorer (not Internet explorer).
I have looked all over google search can't find the answer.

Ok here's the detailed example.
My co-worker opened a folder with lots of pictures in it (my pictures folder for example). It is set to be thumbnail view. It took my co-worker for 3 minutes to be fully able to see the thumbnail pictures and also scroll the window.

I already tried check the " do not cache tumbnail view" in the adminstrative tools, yet no difference.

Is there any suggestion on how to fix this??
