IE question - Sometimes get a modified "Kiosk" page

Sometimes when I open new lniks to a new IE window I get this kinda modified version of a "Kiosk" window (missing the standard buttons and the "busy" flag is larger than normal).

When it does this.. it does not load the page for that new IE window, it does not bring up the buffer icon window when using alt-tab (just switches screens), and it will not let me pick specific IE windows from the task bar (when it shows IE in a "stacked" mode.

I usually have to kill all the IE windows and then it returns to normal. Or I have to find the specific one that is causing the issue.

Any ideas what causes this?
