Could the 1.9g update "Test connections" error be a media problem?

I've tried everything and read every thread, the only thing I havent tried is switching media. I burned it on a SilverLine DVD+R CD, the disc loads up but I get the "Error: Test connection settings" error. Could Verbatim be the answer or is there still no answer up until this point?

And I dont think my chip is a clone because I have updated my Wii vers. before.

BTW running NTSC-U 3.1U

It could be loose points on the install.
