You're getting this error because you're on official firmware, to use programs like this on the PSP you either need to have official firmware 1.50 or lower, or any custom firmware.

PSP, all the way from 1.00 to 5.50 GEN D2 - DS Lite w/ M3DS Real (M3 Sakura v1.34)
PS3 3.01 - iPod Touch 2G 16GB Jailbroken - Xbox 360 60GB - PC, Q6600, 3GB DDR2, GTX260 (216) 896MB

To downgrade or go to custom firmware you'll need a Pandora Battery in the first place. The only way you can make one is to find someone else with custom firmware to make the Pandora Battery for you, or "hardmod" your battery.

For that you'll need to make an Ultimate Magic Memory Stick (A guide on how to do so is here on aD)
