If you mean 'DVD Shrink', it's main (but not sole) function is to compress a collection of DVD compliant files to fit on a standard DVD-5 disk.
When a movie DVD is ripped to the HD, the files are generally too large to fit on a DVD.
DVD Shrink compresses the files and can optionally burn them to create a new DVD.

SimpleDivX can use the DVD files that were ripped to the folder and convert them from DVD format to AVI.
The resulting files are much smaller than DVD files and can be copied to a DVD disk as data and played back on the PC or a DivX compatible standalone DVD player.

The programs are mutually exclusive.
