.BIN File Burnt To A CD-R Not Working... HELP!!!

OK... I have Nero 6 Ultra Edition version 6.0.0.0

I downloaded Need For Speed: Underground (which was a .TAR file) and extracted it with WinRAR. 12 WinRAR files were extracted and I extracted all of them and they all had the same thing... a .BIN file with NO .CUE file. So I followed the guide here on how to make one and I tried burning the .BIN file to a CD-R twice (once at 24x and another at 4x) and both CD-R's were unreadable. The name of the .BIN file (which I did NOT change) is dev-nsua. I made a .CUE file with Notepad and named it the same as the .BIN file (dev-nsua) and placed it in the same folder (these are the only two items in the folder). This is what I wrote in the .CUE file:

FILE "dev-nsua.BIN" BINARY
TRACK 01 MODE1/2352
INDEX 01 00:00:00

I opened up Nero and clicked on Recorder>Burn Image and I then changed the Files of type to All Files (*.*) and clicked on the .CUE file.

Write speed: 24x (the first time) 4x (the second time)
Write method: Disc-at-once
Number of copies: 1 [Power-Burn is checked]

And then I clicked burn but when it was done my computer could not read the CD-R. What am I doing wrong and how can I correct it? Thanks in advanced.

Are you sure it's not a cd-rip of the xbox game?

First make sure you can even read it...Try to mount the bin file with Alcohol 120%

I assume it's for the PC because it does not say X-Box or PS2... the name of the file I downloaded is NEED.FOR.SPEED.UNDERGROUND-DEViANCE.tar and it's 1.2GB. Also, the first two times I tried to burn the game the .CUE file was actually a .txt file. I then changed the .txt to .CUE and tried it for a third time and it still didn't work. Am I making the .CUE file correctly?
