1) How can I access recovery boot on the PSP slim 3.60 firmware? When I turn off the PSP and hold R it does nothing also.
2)When I change the region code will my games have the video skip since its in a other region?

1) Recovery mode is only a function of Custom Firmware PSP; Sony would lose money on stupid brickers if they applied their own.
2) No.
3) Not downgrade, per say, but, in essence, still give you homebrew. It's called Pandora's Battery; more specifically, Despertar del Cementerio v3, the one you need. Google search for the files and correct method.
Is there any other way to do this with out a old PSP? Or a more detail guide? I checked the Sticky post on pandora's battery it didn't help much since I don't have a old PSP.
There IS a way, but soldering of a fat PSP battery is required. You could, however, pick a pre-Pandora'd one up cheap off of eBay or one of the Datel pre-made Pandora Battery's.
