3.4 oe-a Japanese font

I have some japanese sofware I am using with 3.4 oe-a, but I cannot read the japanese fonts, it looks gibberish. How to get the japanese fonts to work again? Thanks in advance.

Actually it is the language setting. 3.4oe-a does not have it there. How to I get the japanese language setting ?
