Editing a home movie DVD (what to use)

My father-in-law has created some DVDs from his VHS tapes (using a low end Pinnacle card, I believe -- which used to not be a very good system a couple of years ago when I was looking into VHS conversions). He added some title scripting information (which may have actually been added to the original VHS tape) which has errors in it, as well as some of the video being pretty bad.

Can I use a MPEG2 editor to work on this movie.

I would like to edit the title errors (recreating the title scripting would be OK if I have to) and I would like to add a menu with chapter marks so that people (family members) could jump to the area they are interested in, as well as cut out the bad unsync'ed (I guess) video (not white snow, but just junky colored lines - I don't know what to call it).

Is there an MPEG2 editor that would allow me to do that -- or should I just give up and convert the thing back to an .AVI file. Not only does that sound like a bad idea, but I don't even know how to get the movie back to an .AVI file, or something else that I could edit. I will be loosing quality if I do all of these conversions, wouldn't I?

Would appreciate some suggestions. Thanks.

TMPGenc DVD Author can edit, create chapter points and menus.
It's not free, but I believe it still has a grace period before registration applies.

Thanks. I guess I didn't realize TMPG was a MPEG2 editor.

I will look into it if that is the case.
