Xvid and Divx aspect ratio problems

When transcoding using DVD2SVCD my original Divx and Xvid files are 4:3 aspect ratio but after I convert to mpeg2 for svcd they turn out 16:9. Anyone know whats going on??? In my settings I've set it to 4:3!! Any help is appreciated!
