insertion of 700 mb blank data cd causes crash

I have a toshiba satellite laptop. When I insert a blank 700 mb blank data cd, it causes the windows to shutdown. Error message indicates that windows has detected a serious problem and is shutting down to avoid damage to the computer. Drive otherwise functions fine, playing all dvd's and audio cd's just fine. Anyone have any insight into this?

If the PC is booted into 'Safe Mode', does it do it?

Actually, I just did it while in safe mode, and the pc did not shut down. I did, however, have difficulty saving files to the cd while in safe mode, receiving the error message "cannot copy file x: the source is in use" --- despite the fact that no file was in use. However, I shut it down restarted it normally, and the drive functioned completely normal, and I successfully saved data to it.
Just what the hell is safe mode, and what does it do?

Safe mode is the startup state where the system (or Windows) runs with the minimum resources required to operate (barely).
No non-Windows software is running at this time (although you can start other programs after boot up).
It would seem that something was impeding access to the drive and when shut down from Safe Mode it relinquished control.
