Yes! It should work with the UK PS3! According to this website, it says it's region free:

I would think it would be fine! All the Shivering Isles is, is an expansion! Like on the 360 it just downloads to the system, and you play the game with Oblivion! I don't know, is it available on the Playstation Store?

Yeah my playstation 3 is set on the US PSStore and shivering isles is availiable for download. Too bad i don't have a credit/debt card.
