On step 4 it says
-Turn on your Playstation 2 , insert the Action Replay Max CD, and the USB Drive.
-Go to the Memory Card Manager.
-Wait for the .max file to fully load.
-Check the checkboxes for the .max file and select the ?UNCRUSH to memory card? option.
-When it is finished uncrushing, reset the Playstation 2 with your PSX Trigger disc.
-You should now be able to see the LaunchELF Boot Screen.
I did all of this, but when I went to the flash drive it didn't have a file called exploit.max it had a file called NEW_File and it was the same amount of KB as the exploit.max file. I uncrushed it and loaded my Syphon Filter game, but it just loaded the game. Any suggestions?
Oh and also I tried to uncrush the NEW_FILE and it just said NEW-FILE already exists and didn't put it on to my memory card.
And here is a link to the action replay max I bought

when you uncrush it, it will always be NEW_FILE. if you want to redo everything, then you have to format the memory card. if the ARMAX came with the memory card, use that; you don't want to lose everything from your main memory card.
if the game boots instead of launchelf, then the id is probably wrong. i'd suggest in redoing the whole thing, because you'll be spending more time looking for what went wrong. also, make sure you're using the correct region coding. if you have any other ps1 games, then try them; gran turismo is what i use.
ps2: v7 scph-39001 - independence exploit - hdloader 0.8c - maxtor 300gb hdd

got a whole lot more to list . . .

How do I format the MC? I remember you could do it on PS1, but I can't find the option in the PS2 browser.

you'll have to use ARMAX memory card manager to fully format the card. the ps2 browser only allows deletion of individual files.

Hey CEE43, I am on step 5 and it says to:
-Configure the .ELF files as necessary and be sure to read the appropriate documentation (Ex. Readme.txt).
The link you gave me just has the elf file, should it be O.K. to just use it without configure or using the read me?

all you need is the elf file. hdloader is straightforward, and doesn't need instructions.

O.K. Just to be sure is this the version I need:
HDLoader 8B - ELF - MC ONLY
or should I go with this one?
HDLoader 8B - BIN/CUE/ISO - CD
I tried putting the HDLoader 8B - ELF - MC ONLY file onto my memory card using the same setup as before with Action replay max, but it doesn't recognize the file. I put it onto my flash drive and when I go to it in memory card manager on action replay max no files come up. Should I rename the extension .max?

before you save the ps2 savebuilder file (where you add the title.db file), you also add the hdloader elf. this way, hdloader is with the memory card exploit.
the other way to boot hdloader is off your flashdrive. you'd launch the exploit, and when you choose to assign the buttons a elf, you would add hdloader from the usb flashdrive. but you would have to keep the flashdrive in the usb port everytime.

now that's what we want to hear! you'll definately see and feel the difference playing games off the hdd. but remember, online games MUST USE the ORIGINAL disc; dnas online test will fail if you try the game with the hdd.
now, if modchips were easily available over here in the states, that would be the next step. if you get a modchip that has flash memory, you can load elf files right onto it. you can completely skip the laser.

Thanks again Cee, yeah I wanted to put a modchip in it, but with the new laws it was hard to find one to be shipped here, so I decided not to go that route. I like the set up with the HD though and right now it si good enough for me.
