Okay, if you had the problem where windows says it can not open the file, it can, it just does not reconize it can. Right click it and press 'Open With' (default action if you double click it). Follow these steps.
First it will show a warning message:

Select the second option (Select the program from a list). Then scroll down and select Notepad. You can then edit the .cfg file from there and save it.
If this method does not work, then don't blame me. Lol.

If you do not want to deal with this every time you open a file then open any folder, press the 'Tools' tab, then 'Folder Options', then the 'File Types' tab on the menu. Click in the list and press the 'C' key to quickly scroll down to were the CFG file type would be. When you find it, look at the bottom of the menu and pressed advanced. Now, press the 'New...' key and type in Open or Edit, which ever you pefer, in the 'Action:' box. Then type in the direction of the Notepad.exe file. The default is C:\WINDOWS\system32\NOTEPAD.EXE . Just replace C with your hard drive's letter (or leave it if it is C). Now click the 'OK' button. You do not need to select the 'Use DDE' box because it will automatically fill it out, but if you are insecure press it and follow these steps. In the Appliction text box type NOTEPAD and in the Topic text box type System then press OK. There, now when you double click on cfg file, it will automatically open them in windows notepad. :D
